This research project aims to question the foundations of this debate on the “French backwardness” in terms of public disability policies.
We will try to understand the way in which national or international actors define and construct this “French delay” as a public or political issue or what arguments are put forward to contest it.
We will also wonder what its characteristics and causes could be?
This research will essentially cover the political period from the 1970s to the present day with a focus on the periods 1970-1975 and 2000-2005 (framework laws on disability).
These French political orientations will be compared with the evolution of international approaches to disability (social approach, WHO classifications, International Convention on the Rights of Persons with Disabilities) which are disseminated at the same periods, measuring, where applicable, the discrepancies .
